This is a bad example. If any prospective tenant doesn't own a smartphone and the building requires one, then that's on the potential renter. They can easily go buy one or simply not rent there.

Tbh I require my employees to have an android smartphone and won't hire anyone for any position who doesn't because every last bit of my business is run via the internet and apps that only run on android. Yes I do add them to the company phone plan. I also give them $200 every 2 years when provided the receipt for a new phone (if they spend more than that, it comes out of their pocket because you can easily find a new or used $200 android phone that works great).
