Return or no?

Absolutely not. The game is now basically a running beta. There is no testing other than that done by the players. Bugs are rampant. This becomes truly horrible because they make changes like 98% of loot, going back to level 1 being heirloom. Also, instead of offering new content to get new items, like the epic 2.0, you are going to be doing hundreds of new quests for faction, and of course the information to complete those quests is not given in game, hence, off to wiki. Unfortunately wiki is often wrong, and the result is that the quests seem to be bugged, even when the problem is just that the SOLE source of information is wrong or something is omitted completely or not mentioned until the next quest, telling you if you did not do this at the beginning, you just wasted your time doing those repeatable faction quests. Or nothing at all is said and the ONLY way to get information is to petition, and plead mercy to a GM. The game is now total grind, even the new raid content, just grind. Evertrudge. No, there is a very good reason why the population is low, they spend there time working on content intended to keep people from taking advantage of going AFK in zone and worrying it seems ONLY about that issue, while the game itself, for all players is DAYBROKEN, and it seems they have zero priority on fixing the bugs when they introduce something to put an end to the AFK thing... which is utterly impractical. Thinking Holly and the rest of the team have a problem priorities. Oh other than petitions, there is no customer service, no email, no phone. Call the Daybreak Number if you want to told to go stick your head in the mud, we are not going to talk to you. 858-537-0898.
