I'm guessing its more along the lines of them not being able to respond as employees to those posts because of some company policy or the other.

They cannot respond to criticism not because they don't want to, but because they probably have assigned certain employees to respond to PR and critiques and these employees simply can't respond due to either getting punished for it, or to avoid having them give promises they cannot be expected to uphold.

Keep in mind this is the same company that just last year had to settle a sexual harassment lawsuit and had their COO farting in people's faces, had the issue with the NEOM sponsorship that had the LEC casters and other employees protesting just a few months ago, and probably some other things I have forgotten and or they have kept under wraps.

In order to minimize any sort of negative press they most certainly tightened their hold on what their employees can or cannot say, can or cannot respond to, and can or cannot divulge. I wouldn't be surprised if some new policies got put into place along the lines of monitoring what they post on social media or other sites lest they be taken as official Riot Games policy or creative direction. I had to follow similar policy as a supervisor and lead in some of my past jobs due to our heavy social media presence, and I feel like such policies will only become more widespread if they aren't already due to the nature of social media and how quickly anything negative can blow up massively if the right thing isn't said or done.

If Rioters respond with something describing intent to "fix" some of the current critiques, they'll get swamped with other request all asking for a thousand different things. If they say they won't address any of the "issues" currently crowding the front page, you can guarantee there will be more anger and hatred getting spewed towards them, so their course of action will probably be to not say anything and hope people will forgive and forget. After all, neither you nor I seem to be their target for Sera. They're a company after profit after all and none are exempt, and change will only come if they feel their pockets aren't filling as quickly. It most certainly is frustrating, but that's just how it is sometimes.

These employees are probably just your standard social media content creators or response team. They can participate in "fun, humorous, or creative discussion" but are probably limited to that and that only. They probably have not been properly trained in public relations, or if they have, they are expected to watch what they say without the permission of a creative lead or public relations manager.
