Maybe an automobile can't, but a bomb can, and has. Back in the 90's, the UK vastly outpaced the US in number of terrorist attacks per capita, and it had nothing to do with their internal policies about what was or was not banned, and everything to do with external circumstances related to the IRA. In another decade from now, it could be the case that we see far more terrorist attacks in Western Europe than we do today, and I hope that rather than blame it on a failure of their policies, we would attempt a more holistic explanation.

That is to say, there are more than just domestic policy differences that account for the disparity of the number of mass killings. Foreign policy is what motivated al Qaeda to attack the US, for instance. Unchecked and highly accessible extremist media is what seems to be motivating far-right domestic terrorism in the US in recent years. There are also cultural differences that can explain some of the disparity. Reductionism and simplistic policy proposals that make this seem like a trivial matter are just intellectually lazy.
