You're using the term reparations in the narrow sense that you learned about in grade school. It's a word, like any other, with multiple meanings.

Reparations aren't necessarily for descendants of slavery. Institutional racism, including over policing and incarceration has held people of color back for generations and still does today.

The justice system imprisoned people of color for marijuana related charges for the last 50 years.

We've now come to the realization that this was a mistake, and marijuana is going to be fully legal. It makes perfect sense to use the sale to pay back the people who were most heavily impacted by such stupid laws.
