King Madanach of Reachmen,

I have a proposal for you. I offer you and your people resources and land to settle in. I know that coexistence with the Nords is uncomfortable for the Reachmen, mainly because of religious and cultural differences. The land I offer you is empty. Southern parts of Stormhaven are currently unpopulated, so your people won't meet any resistance from Breton population.

You have probably heard by now that I myself don't follow traditional Imperial Cult. I don't consider daedra worship evil. However, I'd be glad if your practice of human sacrifice was restricted. I'd allow you to sacrifice volunteers, and of course, prisoners condemned to death sentence. I'll be willing to supply you the prisoners, too. Just to be clear: sacrifices of free Bretons, your future neighbours, would be persecuted.

What do I ask you in return, you ask? Maybe you remember our correspondence from few years prior, when you offered your fealty to High Rock, if we helped your people. We didn't have a High King at the time, no one to accept your fealty, so we declined. But, the Emperor has recently allowed me to become High King of High Rock (although Jehanna is still independent from me). You can have your land if you became my vassal. You can of course keep the title of a King. In addition, you, or your successors, shall become electors of the High King title, after I'm dead.

The city of Wayrest is in the lands I offer you. It has a capacity to become your capital, but it is severy damaged and in need of rebuilding. I would help you rebuild it, supplying you with finances.

I hope for good relations between us in the future.
