Is it rude for a guest to ask is to change the date? Is it rude for me to say no?

My mom was a teacher in a major city public school district for 20 years until she retired a couple years ago. As long as you ask enough in advance, there's no reason a teacher shouldn't be able to get time off. They do get vacation time just like a lot of other jobs. My mom took time off for actual family vacations (rarely though, I think this only happened once in her entire time teaching), as well as for things like chaperoning field trips my sister and I went on when we were kids, or occasionally if she just wanted a personal day. I believe she got a couple personal days each year in addition to two weeks paid vacation (not counting time off like winter and spring break), and sick days. Unless she's at private or charter school and not in a union, your brother's wife should be getting a certain number of vacation days each year. Even if she is at a private or charter school, I'd be surprised if she got absolutely no time.
