Rules Question: Persistent Spell and Oppressive Boredom, Hold Person, etc.

This is a good question. The wording on persistent spell is a bit ambiguous and I can see how it could be interpretted either way.

In my game I'd probably be lenient allow the persistent to affect every save as that seems about on par with the +2 level increase to me. A persistent hold person would be a level 4 spell. At level 4 the same wizard might instead prepare terrible remorse which similar to hold person is an enchantment (compulsion) spell taking the enemy out of the fight for 1 round/lvl but which only offers a single will saving throw at the beginning rather than 1 each round. Hold Person has a little better range and leaves the victim vulnerable to a coup de grace. Terrible Remorse deals automatic damage each round and has a secondary effect if they make the save.
