No, Obama pulled troops put of Afghanistan and reshuffled them to other conflict zones. He did have to send 17k back to Afghanistan at one point, but then he drew the number back down again when security stabilized. He was aiming to prevent more soldier deaths.

However, what Mr Obama did instead was vastly increase drone missions, send out elite commando raids, and expand cyber warfare operations. So the wars weren't ended as he hoped he could, as he admitted at the end of his term.

He finally drew back these policies when it came to Syria and Assad bombing civilian areas indiscriminately. He passed it to a vote to Congress if they should launch the missiles, and everyone said no.
