I doubt undergraduates are being taught anything that could give them technical skills which aren't already available to learn in Russia. I think there are sanctions against Russians participating in new scientific research, but that's usually by post-graduates. In any case, new technological development that could enhance Russia's military capacities in the intermediate future are mostly conducted by companies or universities governed strictly by IP restrictions, Non Disclosure and Trade Secret Agreements, and exclusive access to certain supply chains or technologies with separate IP owners. Russia was never integrated enough into the global economy to get much of a foothold in the field, which still is under a high level of protectionism, and those industries were among the first Russia was sanctioned from at the beginning of the war. So even with the scientific knowledge, which is anyway obtainable in Russia, there isn't the domestic infrastructure or access to international infrastructure for it to make a difference
