Russian state television accidentally broadcasts evidence that Moscow uses cluster bombs in Syria

Cluster bombs have gotten a fairly bad reputation, especially the Soviet's use of cluster bombs and butterfly mines (basically cluster bombs that don't explode when they hit the ground, but instead explode when stepped on). Critics point to a high amount of non-exploded munitions that can be a danger to non-combatants.

In practice, the Russians' use of cluster munitions really means nothing. Pretty much any country that might get involved in a conflict keeps around stockpiles of cluster munitions because they're incredibly effective. Estimates of the number of Iraqi vehicles destroyed by cluster munitions in the 1991 Iraq war are often above 80%.

A list of countries that have signed the agreement to not use cluster munitions includes: The USA, Russia, Finland, Israel, Turkey, Greece, South Korea, India, Poland, Armenia and more.

Counties that have agreed not to use cluster munitions, but still keep stocks of cluster munitions just in case include: France, Germany, Italy, Spain, Switzerland, Sweden, and more.
