The weirdness comes from trying to follow real life procedures in GTA.

The purpose of a raid is to find evidence or to find the suspects, so crime being done in itself wouldn't warrant to a raid. You don't need to prove the evidence is in that house or the suspect is hiding in that house but you need to have enough suspicion which means you will have to have some facts, not just "they did the crime, they are probably there"

IRL you would be able to find witnesses (neighbors), camera footage (around the neighborhood) or a billion other ways like social media, phone calls, texts etc to build your reasoning behind a raid but none of those exist in GTA.
