You can usually refuse field sobriety tests, sometimes the PBT, and almost never the station/jail intoxilyzer or a blood test. Assuming you don't mind taking a ride, it's usually to your benefit to politely decline the FST's and ask for the breathalyzer or chemical test. If you're under the limit, you want to minimize the observational evidence the officer can gather that indicates intoxication.

N.B.: Assuming there's enough PC to arrest you for DUI without FST's or the PBT, refusing the Intoxilyzer or blood draw is pointless. Many departments will have an on-call judge who will sign a warrant for a blood draw almost immediately, 24/7.
