Is this scale rot? (Details in comments)

Okay, so I was feeding my leopard gecko tonight, and I saw that she had some dry skin on the top of her head. I tried to help peel it off, but then I noticed that the skin underneath didn’t have any scales (that’s why the one side has exposed skin, before that it just looked like the rest of the area). Obviously I stopped once this happened. There didn’t seem to be any bleeding, just the two little red dots that you can see in the picture. She didn’t like me trying to peel it off, but that is normal for her when she has stuck shed. Other than that, she seems to be acting normal. So my questions now are: Is this scale rot? If not, what is it? Should I be concerned? Should I take her to the vet ASAP, or is there something else that I can/should try in the meantime? Is it already too late? Any answer will be appreciated, but please help.
