Violence aimed at the weak and vulnerable (i.e., bullying) is just an essential part of Japan’s unique culture. Parents and schools let this happen because it is socially acceptable to abuse children, women, minorities, &c. in Japan. It’s expected, and their society is built on it.

Anyone who’s ridden the train here or driven a car can attest to the me-first, every-man-for-himself attitude common among Japanese people, particularly men. It’s socially acceptable for men to push and shove their way through a crowd, or run red lights here; no one will challenge them.

Another subtler example is Japan’s complete lack of accessibility - hadicapped parking is not legally enforced, and able-bodied men regularly take priority seats and parking while disabled or elderly people stand helplessly by. It’s perfectly acceptible in Japanese culture to do this, because it’s not Japanese culture for anyone to go out of their way to protect the weak and vulnerable.

So this attitude actually permeates the culture, and is a truly essential aspect of the Japanese culture; the society is founded on these ideas of the strong dominating the weak while ironically not being any kind of meritocracy - more of a brutocracy.

But!

Bad grades are not socially acceptable in Japan, so that’s where the monster parents come out. A bad grade could prevent him from joining the elite ranks of the socially strong. If Taro can’t get into Todai, how will he use his education to bully others?
