The problem is... building outside of Seattle is not going to be much cheaper at all. Construction costs are regional, not city-based. The only thing that will really be impacted is the cost of land, which is often already heavily discounted by the seller (ex. Sound Transit TOD sites). Impact fees are waived in Seattle, and often not waived outside the City (ex. Redmond). Cities outside of Seattle also don't have as much funding that can be provided by the Seattle. By building farther away from the target city, there comes the issues with greater transportation costs, which increases traffic, pollution, and lost productivity.

I understand that you would rather have lower income people out of the City, but I am on the side of if you directly contribute to the health and prosperity of the City, you deserve to have an affordable home in the City as well. It's such a shame so many people neglect essential workers and other workers that have such a huge impact on the lives of so many who are of higher income. I guess that's why I'm a mission driven housing developer and not someone who just wants to build more luxury apartments.
