[SECRET] French support for Walloon rattachisme, separatism in the Vallée d'Aoste intensifies

A network of French agents is being recruited and expanded in Wallonia and Aosta, to form the nucleus of future actions.

$1,000,000 is provided to aid the reconstruction efforts in Wallonia and support the rattachists. A rattachist political party, the Rassemblement Wallonie France, is founded, with the intention of agitating for a rattachisme referendum, organizing the movement in favor of rattachisme, and contesting elections until such a time that their goal is achieved.

Underground printing presses are established in Wallonia, and large numbers of pro-rattachisme and anti-Belgian leaflets, pamphlets, and posters are being produced and distributed.

France is providing the separatists with radio equipment and transmitters, printing equipment, and large numbers of French and Rattachist flags, as well as other equipment. Pro-rattachist rallies are organized, to be held simultaneously throughout Wallonia at the end of the month. Rattachist flags are made available for sale in France, and are growing in popularity - they are an increasingly common sight near the border with Belgium.

Pro-rattachist radio stations are adding popular French, American, and Belgian music to their programming, mixed with pro-rattachist and anti-Belgian propaganda.


Many of the same measures are being applied in the Aosta Valley. French-language signs have been produced in France, and will be smuggled in to Aosta over the Swiss border by sympathetic Swiss citizens to replace the Italian-language signs. In addition, radio networks similar to Wallonia have been set up and begun broadcasting.

Large numbers of pro-separatist and anti-Italian leaflets, pamphlets, and posters are printed and distributed through covert channels in the Aosta Valley region.

Existing separatist parties are being backed by France, and a donation of $250,000 is funneled to them through Switzerland. In addition, existing regionalist/autonomist parties are encouraged to support separatism.

France will provide $500,000 to fund French-language schools in the Aosta Valley, legal or illegal and underground if necessary. The Aostan separatist leaders are encouraged to pursue peaceful resistance to martial law and agitate for secession; however, if their efforts are unsuccessful, France is prepared to arm the people to resist their occupiers, and will provide experts from the French Resistance to train their fighters.
