Seeking advice regarding my current situation, at a loss of ideas

I am in current situation where I do not know how to proceed forth and would love advice from fellow people.

My situation is such as this, couple of monthes ago I moved out from Manchester to Birmingham with my brother, I began looking for work and he went Uni. We are in a rented house shared with 2 other students.

I recieved a letter one day from the Council asking to be paid £700~, which in no way I could afford. I began calling them to tell them of my current situations and see if there was any help I could look into but they where not of much use. Things are looking up for me now, had plenty of interviews and starting work probably next week. Problem is the council tax bill is at £1400 now. I called them telling them that there was no way for me to pay the amount asked, even at the first letter, but not much good that did. I earned about £220 a month, 200 goes to rent and rest for bills and food. My parents won't help, they are the reason I left Manchester after all. I will most likely recieve a letter soon telling me they will send agents to collect some of my possessions to pay for what I owe, but quite frankly I do not own anything to my name that is of any worth.

I looked into multiple options, one would get a loan from a bank to pay off the £1400, as I am starting work soon I could pay back easily, however they are declining my claims as I am not earning yet. Other option would be to get off the tenancy agreement phone the council and essentially go homeless.

I can provide any additional details if it would help giving advice.
