this seems pretty insane to me

You'd hope so, but if that's in America I wouldn't expect anyone to genuinely help the recipient of those messages. Unless you're lucky enough to talk to the right officer, it's hard to be taken seriously. Not to sound cynical, but one of my dearest friends lost her life to a guy like this and none of the police took her, nor the texts she received, nor the physical attacks that had already occurred, seriously enough to actually lock him up because "anyone can say anything and we can't just lock him up without going through the proper channels, have you just tried telling him to leave you alone?". Then he killed her. So if you're lucky and the police in your area are bored than maybe you'll get help, but I won't ever count on it again.
