Not really, purebreds have more genetic disease than mutts. A lot of purebreds suffer terrible conditions (Cocker Spaniels develop neurological problems because their dumb skulls are too small for their brain. Pugs. Bulldogs. Great Danes and other large dogs die before age 10. Etc.)

It is safer due to statistics. You can't just say mutts have the same rate of genetic disease because it's not true.

It also flies in the face of common sense. Let's say I'm from a small town in Alabama. Do you think my kids will have more or less genetic diversity if I marry my cousin because he's the only eligible male in that town, or if I marry a dude from China? It's pretty clear.

By the way: when people are talking about mutts, they generally mean dogs many generations away from purebred. A mix of a mix of a mix. This results in the healthiest dog. Sure, if you mix a lab and a German Shepherd, the offspring will probably have hip dysplasia because both breeds do.
