If they don't shut it down, they have no other option but to maintain it because of everything kept there. They dont really have a choice unless they want a bunch of classified materials to just be ripe for the stealing.

Once again, base maintenance is like maintaining an old nuclear reactor. Sure I could just leave it, but if I were to do so it would be really dangerous and very likely to cause even more costs in the future. Do people "consciously choose to re-put it there"? Of course they can't. The problem will be there costing them money regardless. You can't really argue that the whole reason it's there because of their lack of action, it was built there for a reason, and maintained afterward for another.
