One sulla was crying that they are very peaceful people it's Imam and moulana who are bad and posses uncountable power and they are the one extremist and reason for communalism in Islam...but if we do something to remove these Imam to end that hegemony they will be first to protest.

They disowne the terrorist in front of other but they are loyal to them and their cause internally. When in minority they play victim , support secularism and breed until they are in majority. And when in majority they dissociative from the responsibility to provide secular environment to other religion and force other to submissive to those extremist.

It's like you know the person intentions are wrong but can't do anything until he commit crime.
