you want me to explain to you how picking up pieces and putting them down on different places, thereby changing the current position without making a move, is prevented by scoresheets, which keep a record of the current position? do you have a mental condition I should be aware of? as this seems fairly self explanatory

I dont want anything. I'm pointing out that FIDE already has ways of dealing with intentionally distracting behaviours

note that you didnt address the fact that shogi does not have touch-move, yet somehow all these problems which you predict would instantly kill tournament chess on the spot if touch-move weren't present, arent an issue in shogi.
