None of those sources are discussing functional illiteracy. You literally just demonstrated that you're functionally illiterate.

All three reference a report by the US department of education which puts the US illiteracy rate at 10-14%, or 32 million people.

So no, what I originally said is true. Canada has a functional illiteracy rate that is actually over 2x that of the US.
