Bolt-action and semi-automatic are two completely different things though. Bolt-action means you have to physically rack a new bullet into the chamber before it will shoot again (you have to unlock the bolt, pull it back, and push it forward for every shot). A semi-automatic rifle will automatically eject the casing and rack a new bullet into the gun on a single trigger pull, then it is ready to fire again. No manual cycling involved.

A bolt-action rifle requires no license in the US. All you need to do is sign some papers and have your ID run for a background check. None of which is moderately expensive.

The only types of guns you need a license for is a fully-automatic rifle, and a concealed carry pistol. Both of which ARE expensive.

I'm all for you voicing your opinion on gun laws in America, but I'd like you to know what you're talking about at least. (I don't mean to sound condescending or anything, I just think gun ignorance is a big problem in the debate over gun control.)
