Hormone therapy/SRS should not be the first course of action for dysphoria in adolescents. It can potentially cause irreparable damage to their physiology and there’s little to no concrete science on it’s long term effects. They are still developing physically and mentally. If you can’t buy cigarettes, beer, or even drive a car because of your age, you shouldn’t be allowed to stunt your natural development.
I would definitely say intersex kids, kids with congenital malformations, etc. are an exception, but that’s not the norm. The norm is overly hormonal teenagers struggling with identity issues using the threat of self-harm to receive scientifically short-sighted treatment.
