Why should I bother obeying the law in your world?

Well, for petty crimes (inappropriate use of drones, avoiding taxes, bullying) it's really not too bad. Besides paying (in labor or money) for whatever damage you caused, you get sent to a correctional institution, where you'll be educated on why your actions were bad. To make this process easier, a small amount of drugs are given in order to help you think more logically and remove emotional attachments to "incorrect" values.
This process is repeated until you either learn, with more and more drugs being administered. Past a certain point, you basically have no free will and so are forced into being a good citizen, but very few petty criminals ever get here

For more serious crimes, a similar process is repeated, but with less leniency. If you commit a second serious crime after being sent to a correctional institution, you will be deemed inappropriate for society.

Rather than killing you, your personality is simply removed, and a stored consciousness (basically a copy of someone's brain that is stored inside a computer) is inserted into your body, so that they may live a second life. In most cases, the stored consciousness is that of a famous, smart, or otherwise notable person, but there are occasional lotteries wherein a normal citizen is allowed to pick who gets to live another life, so they can bring back dead relatives or friends.

TL;DR: Petty crimes are mostly fine as long as you don't repeat them. Repeat serious offenders have their personality destroyed and their bodies become inhabited by the consciousnesses of others
