They most likely won't tell you anything until you actually apply for one. Just do it on their website. You may or may not get a message that your application is pending approval. Don't panic. There's a phone number you can call directly to expedite your application for approval. They might just need to verify your identity/address which was my case. I think your 748 score is good enough for Chase's consideration.
As for the negative hit, dont be overly concerned with it. In the long-term, applying for more cards will help you build/increase your overall spending limits of credit history thus reaching a higher score later. Usually hard inquiry hits taper off in six months.
