Should people have to pass a test in order to become parents?

Right and wrong are often subjective, obviously to each individual there is a right or wrong answer. I'm not saying I support this idea, I do think in general the government doesn't have the right to tell people what they can and cannot do with their bodies. Sometimes though, particularly when I think on my own past and see some of the abusive acts of parents, I do wonder if something like this wouldn't be beneficial? Overall though, I wouldn't support it, and there is little danger of such a policy being implemented so don't worry. The reason I say there are no right or wrong answers is simply because I want to encourage honest and open discussion, and assure others that none here will be attacked or persecuted for their opinions. As I said, to each individual, obviously there is a right and wrong answer. Much like how some individuals think chocolate milk is delicious and others think it's disgusting. Objectively though, can anyone say whether or not chocolate milk is delicious?
