You shouldn't be matched up with (forced to play with) people you've reported in the past

This happened to me. After a long night of bad games. I get queued with a two stack who seem okay at first. Then one on the 2 stack starts to feed, before the game even starts he runs into techies mines. He then proceeds to keep dying to mines repeatedly. One time even yelling "how did that kill me? I wasn't close enough to it for it to trigger." Yea, he didn't know what remote mines were. I mute him and tried to win but the other team was way too stronk. I periodically unmute him for a sec throughout the game to see if he was still yapping, and he was the whole game. Blaming EVERYONE but his noob self. That and his stupid hillbilly accent insulting everyone. I reported him and his friend, only to be matched with them again next game. And of course everyone loaded in IMMEDIATELY that game so I couldn't dodge the game. I was so furious at this guy by now, and he was last pick. He was scrolling through different carry heroes when we already had 4 cores and clearly needed a support, so naturally out of pure rage at this assclown, I type in all caps "YOU WILL PICK A SUPPORT OR SO HELP ME GOD I WILL FIND YOU" or something to that effect, and he luckily did. Not that it mattered because he proceeded to ruin the game again. Near the end of this game I was just livid. Two games ruined by this dickhead and his friend (another reason why we need true solo queue) Due to being so mad at just being totally shit on by matchmaking, I called them retards and told them to "please uninstall." NOTHING near as bad as how this cock sucker was trash talking loudly on his mic THE ENTIRE TWO GAMES. The next game I find that I have been muted..... WHY?!?!?! I keep my comms to a minimum and try to avoid saying anything negative, except for this time when I was pushed to the absolute limit. But yeah, I'm muted and that fuck face gets to go on ruining games and flaming his team the whole game. Thanks valve. P.s. I have been matched with people I have reported several times before. How can it be so hard to simply not put two players on the same team who have reported one another in the past?
