Question: Why is the rule of book recommendations so randomly enforced?

For example, What is a truly funny book is removed, but these posts on the top post last month are equally in essence: "I read this, what is similar/should I read now?":

1984, Brave New World, and Fahrenheit 451 are widely celebrated as the trilogy of authoritarian warning. What would be the 4th book to include?

"Tell me about your “emergency book” supplies. Do they work?"

What's up with that?
