'The Sims 4' will stop supporting 32-bit PCs in June

This isn't about 32bit CPUs specifically, it is about 32bit "PCs".
Win 7/8 and below at least definitely had separate 32bit and 64bit installations and 64bit CPUs all have a 32bit mode as part of their feature set in order to be able to run older 32bit only software as if they where 32bit CPUs.
This is because 64bit CPUs where introduced when basically 99% of software, games and operating systems where still 32bit, which means new 64bit CPUs incapable of using all that software are be basically useless for the majority of their practical use cases (see intel itanium).

Which means that right now anyone could have the best CPU that you could possible have for Sims4 while still running a 32bit version of Windows 7 or something. Which means their CPU runs in 32bit mode as it wouldn't work otherwise, which makes their PC currently a "32bit PC" that is only capable of running 32bit software... But that is easily fixed by upgrading to a 64bit OS so not really a big deal.
