There was no plan, this is a character made up by one of the Jmods with no actual plan behind it, and referenced a few times. It was one Mod putting in a promise for a future piece of content they personally wanted one day. It’s a pet project like Narressa, you’re taking things as a promise when there was no actual plans or promises.
