Skills with longer cooldowns feel clunky in arpgs, I hope they reconsider having them in D4

Nah, skill synergies were an attempt to fix one of the fundamental flaws of the d2 skill system: low level skills were worthless and anything more than a single point in (almost) any pre-lvl24 skill was wasted. Synergies were added to fix this, but the side effect was to limit build creation by making it so you had to effectively put 40-60 points into your main skill, so branching out was much more difficult.

The modern solution is just to link all skill damage to weapon damage, so that itemisation naturally ramps up the damage of even low level skills, and the higher tiers of unlockable skills add more diversity rather than just being flat-out more powerful.

Of course there's various ways around this, but I feel that d2-style synergies are not a good model to follow.
