This is typically the sequence of events, but not so for someone who doesn’t hold residence in the place where they have been charged.

He cannot be formally charged until he has been arrested, thus beginning the process you described. But Spacey is not based in the UK, and attempting to extradite him would take months, so the Crown Prosecution Service (or CPS) announced that they had authorized charges against him. This means that when he appears in the UK, he will be arrested. But at this time, he has not been arrested, he has not been given bail, and no trial has been set..
