ISP is AT&T Uverse in north Georgia. For about a month now seemingly at random times Youtube videos will download at a maximum of 400 kb/s for me. Usually sitting at 200. When things are normal I'll usually be downloading them between 1 and 2 MB/s. Normally I'd think AT&T was throttling. But the speeds were very slow even on a VPN.
