If you're doing 74, granny wouldn't even have to hit her brakes going 65. It doesn't make any sense what you are saying.

The law does not say "if you're doing over the speed limit you don't need to move to the right". It says "move to the right for faster traffic as soon as possible". The speed limit does not matter. It does not matter how fast you're going. If somebody needs to get past you, move over.

You're right, someone pulling up behind your won't immediately cause traffic to come to a stand still. It will cause the cars to bunch up and that's when accidents start to happen. Which eventually turns into stand still traffic.
