A small change to the ranked LP system that would make the experience more enjoyable for everyone.

Valve doesn't outsource anything. I'm not sure what you're talking about. They have 300 employees. That's not "300 employees working on dota". That's 300 employees total working on steam, half life, counter strike, team fortress and everything else that valve does. Despite this in the last 6 months they've managed to roll out a brand new game engine that will likely be used to make some of the most popular video games of the next few years and they are running the largest videogame tournament in the history of esports.

LoL is a global company, and they have a lot of workers on things that Dota 2 does not need too.

And you don't think steam is global? Steam has 125 million users spread all over the world. That's about as global as you can get.

I don't want to get into some "valve is great" circlejerk because that gets boring fast but at some point you have to be realistic and admit that riot is doing something wrong. There is never any improvement. The game breaking bugs are constant. Do you have any idea how big of a deal it would be in dota if there was a bug found that was so bad they had to shut down ranked match making? The community would revolt. It would be a massive problem but somehow league players think that's ok. How many times has riot shut down rmm now? It's become clear to everyone with a brain that league is in dire need of a complete re-write. The client needs to be re-made from the ground up and nothing else is going to fix the massive feature gap that has developed between league and more modern MOBAs. Riot has the money. They have the people. It's time for the community to stop making excuses for them.
