It would suck that after all the criminals had escaped that because all the cops were downed and none of them could pickup the evidence in time that the crims would be able to getaway completely scot free with little if any reprecussions.

Given how cops seem to handle every big raid scenario, yea they probably deserve to take the L. Power Plant, Jailbreak, every time they go in 1 by 1 without waiting for backup and are overpowered/outnumbered by 4 crims. It's happened like 4 or 5 times in a row now in shootouts. When crims do dumb shit like that, they pay the price most of the time. If cops were coordinated and went in as a unit, shootouts would probably last 5 minutes instead of 30-45, and blood would be available.

But talking about what "should" happen in a fair universe wasn't really my point. My understanding is that the blood scuffed, and it will eventually be used against them in court, which sucks. It reminds me of when Tony teleported back to Paleto in front of Ripley. It's just weird and immersion-breaking.

Cops are handcuffed in 90% of RP situations, which does suck, but the one area they have a HUGE advantage is shootouts. Helicopter, thermals, unlimited ARs, armor, radios for coordination. Police should be controlling these scenarios, but they never do. It's just kind of an eyeroll GOTCHA to overcome odds executing a big, ambitious scenario only to be caught 3 days later as a result of scuff. The cops have plenty of in character shit on Snake and Chang that they can move forward with, like the news footage. It's not like they have nothing to go on.
