I'm not a doctor either, but I do have a biology bachelors. The thing is, we know that everything you ingest has some effect, however immeasurable it is (or it may yet be untested/not theorized). It is definitely not some gubmint conspiracy to poison the citizens, though. It is meant to help.

We can say that anything -in excess, including water or oxygen- could kill you, but to think that fluoride is detrimental is not outlandish. It has been documented in medical journals as a Neurotoxin. I won't compare it to lead or mercury, but it is certainly harmful when dosage is high. I can't speak on dosage thresholds, but it's safe to say "don't eat that shit." Medical journals are ambiguous on what High levels are.

Whether or not the human body can dispose of such small concentrations of it before harmful accumulations occur is still in the air, so I'm sort of wary putting the single most reactive element in my body! Anecdotally, I think I'd rather not have my water fluoridated, just because I already use fluoride toothpaste twice a day in 1000x higher doses, I don't think I need it in my water too. They don't use it to kill bacteria either, so theres that. It was only added to improve tooth health, and that benefit is marginal at best.

Fun facts, about a third of Americans do not have fluoridated water, And there's no evidence that its use is necessary. (The germans quit using it at one point, and overall tooth health and cavity incidence remained stable.)

Like you said, don't worry about fluoride levels as they currently are in water, but it wouldn't really hurt if they didn't add it.
