I have a similar issue. I pretty much finished the story on my main character and got disconnected due to internet issues. I figured it was fine so I checked stuff on my characters and skipped everything. Eventually I saw I did not have any of the new seasonal stuff showing up such as Elinski quarters. I only have access to the Star vendor). On the director when pressing E (on pc) it says "Ahoy and Aweigh" interaction witnessed (I do not have any quests and do not have any to get from the kiosk).

Sure hope a solution is available soon because right now I have no access to new stuff (if someone else launches the activity I do but I will only get what drops in it).
