Some life decisions are easier than others

This was my initial thought as well. I've been the girl in these situations with an ex BF moving to another country. I was ok to try long distance because that's what he wanted. He didn't want me to move there because he wasn't sure how long he'd stay (he ended up moving back about 9 months after the move).

Eventually for me it was, "We're either together or we're not." And it was completely from a practical stand point. He wouldn't make up his mind about me moving there but he also didn't want to break up. So, yes it was an "ultimatum" but only because we were both stuck in a limbo. I didn't want to wait around for him if he wasn't sure he wanted to be with me.

And before all the "he was cheating and wanted to bang someone back home" crap starts, I guess it's possible but highly unlikely. He was emotionally abused throughout his life and was extremely against lying and messing with people's emotions because of it. He was the type to breakup before hurting someone. His problem was that he just didn't know what he wanted and I made him decide.
