"Proto-fascism" can be defined as the initial support-building and normalisation stages of a new or renewed fascist movement. It is typically void of overt oppression or violence, both of which must be slowly integrated into the socio-political psyche to avoid outright rejection. A marked increase in propaganda, rhetoric, nationalistic "identity building" and expectations of party loyalty can be noted during this period, with dissent and protest being equated with unpatriotism. Historically, movements have passed from the proto-fascist to fascist stages through the creation (or invention) of an impending enemy or military action.
