Some newb questions regarding strategy, runners, evolution, etc.

The best way to learn strats is by getting burnt by them, then thinking how your team could have countered them. Much of countering depends on what you team you have

For example, I block the hurdle-jump-to-spawn strat by blocking with my Zapdos, then using its Soar ability after they hurdle jump. They take my spawn but I don't overextend and they use their hurdle jump, and I can KO the runner at my leisure once I set up. Conversely, don't bother hurdle jumping if your opponent has a Soar pokemon in their team

Another common strat is when you open with a runner in middle, the opponent will pull up a runner right next to you to intimidate you. The best move is to hurdle jump their runner, which puts you in position to take goal. Now the opponent will have to use a plate to get on the goal or hurdle jump to block you, but neither keeps you from taking their spawn (they can risk attacking you, but will lose if they dont KO you)

I would highly recommend getting 2-3 runners (Squirtle, Eeveelotions are decent at your level) and learning how to hurdle jump and get surround kills. Below 1800 it's very possible to win matches without even fighting, if you're smart with your runners. Also, your opponent is your best teacher, always pay attention and think about why they did something and how it can be countered
