All other death rates you mentioned happen around the world in their own accord so the risk and stress they impose on economical output and health systems is minimal.
But, in a pandemic, droves of people get sick in relatively short time and they overwhelm the health systems while severely impacting economical output, thereby putting the word at significantly higher risk.
