Some questions related to starting a business in Long Beach, CA (exhausted and no free time today)?

I'm thinking of starting a business and want to minimize the risk by offering something other than cash to independent contractors for work. Is this legal?

Does CA require credentials (Bachelor's Degree and up) for:

.Manager of a pharmaceutical company developing experimental drugs.

.Financial Advisor/Planner/Investment Advisor

.Urban Garden

.Manager of tissue engineering company.

.Manager of chemicals company.

.Contractor to government agencies for experimental technology.

.Indoor adventures for kids/teenagers.

Restaurants/bars/grocery stores are impossible to compete with due to cash under the table policy, right?

At what point would I have to buy insurance for my workers? Am I required to have insurance by law (in which one of these industries)?

What field will offer the juiciest business grants? If I'm white, does that mean I'll most likely be declined?

What do people like in Long Beach? Specifically south and downtown where the commercial rent is still in reach? There seems to be the same general vibe (much like a lot of socal) of arrogance/indifference, but there seems to be a huge alcohol problem (unlike a lot of LA where people or mostly sober or just MJ tokers).

Yeah I'm leaning towards medical implants, with myself as the first guinea pig, of course.
