I can tell by your last statement that you are missing the point entirely. They don't want you to get all the stuff. They add new cosmetics because people like them, sure. The reason they add so many so frequently though is because they want people to buy loot boxes. They will never increase your chance to get new pieces of gear or do anything other than dilute the pool of items further in order to give you an incentive to spend real money on loot boxes. That is and always has been the goal. That is what gives them money over a year after release. I promise you, none of it is out of the kindness and good nature of their hearts. It is a business.
