I understand English very well, its my first language. I just dont think it makes sense because universally is literally implying that

If you have the interest of 1 person from each group it's still 10% but universal.

Can’t be true or possible in a universal situation because universal is defined (the one we’re using at least) as

including or covering all or a whole collectively or distributively without limit or exception

And

of, affecting, or done by all people or things in the world or in a particular group; applicable to all cases.

So that would mean it cant have universal appeal unless it applies to ALL people in those groups you created in your example, meaning that there is still no upwards mobility for something once it becomes universally appealing.

I get your thought process, I just dont think that qualifies as universal, at least how I’m reading it.
