Has nothing to do with "poverty and ignorance". Just because it's Africa doesn't mean the rules of tribal warfare are different.

Sexual violence in tribal disputes is one of the main ways an ethnic group can dominate another group. Mutilation, rape, kidnapping, and murder are just means of exerting power.

No, South Sudanese don't live in mud huts and wear bone necklaces. Yes, civilization exists in Africa and there are major economies. But tribal customs and extremely ancient ethnic tensions dominate all facets of society in that region. Add in the fact that most view it as a religious war (Muslim majority vs Christian minority) and it makes things that much worse. Now they have further justification to rape, because not only is the enemy subhuman for being from a different tribe, they are a different religion are morally corrupt.

If you want to understand better ethnic violence, watch a documentary on the Rwandan Genocide, where up to a million people were slaughtered for no reason other than one side was Tutsi tribe and the other was Hutu tribe.
