Spain’s leftist cabinet approves landmark labour law reform which aims to reduce the use of temporary contracts and boost job security.

I believe that in this case SME is the acronym for Small or Medium (sized) Enterprises (and are defined by 2 factors: i) Budget or ii) Number of Staff.

Small Sized Enterprise:

Is an Enterprise with less than 10 employees and h and has either an annual turnover and/or an annual Balance Sheet total not exceeding €10m

Medium Sized Business:

Is an enterprise that has between 50 employees and 249 employees and has
either an annual turnover not exceeding €50m or an annual Balance Sheet
total not exceeding €43m

is a unit that indicates the workload of an employed person in a
way that makes workloads or class loads comparable across various
contexts.
